SPOTLIGHT: GLOBAL MALNUTRITION COMPOSITE SCORE INCLUDED IN IPPS PROPOSED RULE  

On April 18, CMS released the Fiscal Year 2023 Medicare Hospital Inpatient Prospective Payment System (IPPS) proposed rule, which proposed to include the MQii-developed electronical clinical quality measure (eCQM), the Global Malnutrition Composite Score (NQF #3592e), as a reporting option for hospitals in the IQR Program. If finalized, the GMCS would be the first composite eCQM and the first nutrition-focused quality measure in a CMS program. Hospitals would then be able to select the measure as 1 of their submitted eCQMs starting in 2024.

NUTRITION POLICY UPDATES

Health Equity and Accountability Act Includes Medical Nutrition Therapy Act

The Tri-Caucus, composed of the Congressional Black Caucus, Congressional Hispanic Caucus, and Congressional Asian Pacific American Caucus, included the Medical Nutrition Therapy (MNT) Act in the Health Equity and Accountability Act (HEAA) that was re-introduced last month. The MNT Act aims to increase the conditions eligible for MNT Medicare coverage and expand the number of healthcare professionals able to refer patients to registered dietitian nutritionists, among other changes. Co-sponsored by 59 representatives, HEAA aims to reduce health inequities, address maternal mortality, bolster research, increase healthcare access, and more. Given the opportunity to expand professional opportunities for dietitians to care for patients, MQii Learning Collaborative members can consider expressing their support for HEAA and the MNT Act.

White House Conference on Hunger, Nutrition, and Health

The Biden Administration will host the second White House Conference on Hunger, Nutrition, and Health in September 2022. It will cover food access and affordability, integration of nutrition and health, consumer empowerment to access healthy choices, support for more physical activity, and enhancement of nutrition and food security research. You can sign up to receive updates and more details about the conference as they become available, and submit comments directly. Academy members can provide feedback on key topics and policy recommendations that should be addressed to the Academy to submit collectively. Additionally, the Defeat Malnutrition Today Coalition is hosting a virtual convening to gather ideas on Wednesday, June 29, from 1:30–3:30 PM ET and collecting ideas via a survey to share collectively through their comments.

Nutrition Education in Medical Training Resolution

The House of Representatives passed a bipartisan resolution calling for medical schools, residencies, and fellowship programs to offer nutrition education as part of their curricula. The resolution was coauthored by Congressmen James McGovern (D-MA) and Dr. Michael C. Burgess (R-TX), who recognize that training about the connection between diet and disease for physicians is sorely lacking and seek to address this gap.

We are sharing several recent publications and blogs relevant to nutrition care processes and quality improvement:
NUTRITION IN THE NEWS

Health Affairs recently published a health policy brief titled, “COVID-19 Pandemic-Era Nutrition Assistance: Impact And Sustainability,” which gave an overview of pandemic-specific nutrition assistance programs and their impacts. Nutrition assistance programs aim to alleviate hunger and malnutrition, and some evidence ties them to improved diet quality and health. The article expressed concerns about temporary assistance programs ending and advocated for longer-term solutions even as the COVID-19 pandemic subsides.

Yale New Haven recently announced a partnership with Medically Home to offer at-home hospital services to Medicare patients living within 25 miles of Yale New Haven or Bridgeport hospitals. The program is designed to bring inpatient services to the home of patients with conditions such as heart failure, chronic obstructive pulmonary disease, pneumonia, and more. Along with a daily physician telehealth appointment, patients will receive at least 2 in-home nurse visits per day, nutrition services, and services from other healthcare professionals as needed. This will present a valuable opportunity to increase access to nutrition care for high-risk patients.

Data-Sharing Member Reminders

Tier 1 Learning Collaborative members should send their Q2 data to the MQii team by August 1, 2022, to receive Q2 performance feedback reports and Q1/Q2 performance benchmark reports by September 1, 2022. NFPE: Putting It All Together 

Performing a nutrition focused physical exam (NFPE) is an important component of the nutrition assessment that aids in identifying malnutrition. If you are looking to obtain NFPE skills and have been waiting for an in-person training, the Academy of Nutrition and Dietetics is excited to announce that the NFPE Hands-on Training Workshop will be held in-person before FNCE in Orlando, FL, on Saturday, October 8, 2022. For more information, visit the FNCE website with registration opening June 21. Space is limited, so register early.
